I couldnt find an answer to this anywhere. Does anyone know if the equipment other then the weapon affects the ias breakpoints for the a1 merc?

Yes, off-weapon ias should help mercs a fair bit. I've always felt that using Death glove+sash made a noticeable improvement for my mercs, but I guess I could have been imagining it. I think the problem is that mercs's breakpoints are so horribly pathetic, you will have trouble noticing their speed improve unless you removed everything (1.6 attacks per second, and then equipped everything (2.7 attacks per second) i.e. they get like 1.6 attacks with 0% ias, and 2.7 attacks with last breakpoint. It can be hard to notice an improvement of 70% more attacks unless you see the whole 70% change at one time.

And I heard the a1 merc ias breakpoints are the same as the hydra bow ias breakpoints? Can you confirm that at all?

collos xbow bs's are the same as a hydra bow for a1 mercs yeh
