To be honest, I tried searching and couldn't find a permanent solution other than the usual "retart your computer" or "don't play goat porn while playing because it might interfere with your D2's allocated memory".

So, is there an actual fix? Yes, this is the good old talk to Cain, game crashes, restart, try to enter a game, game crashes, restart, try, crash, restart, try, crash, restart, try, can finally enter a game bug. I had this way back and today I finally got it again.

Edit: Almost forgot to mention that I CAN play the game, but it's annoying when you can't talk to Cain to identify items for example. Pretty sure it would suddenly start working again if I rebooted, but the problem might surface again in time. So, asking for a real solution here if anyone figured something out.

It's a registry error, so there's literally nothing else you can do except restart your pc. It very rarely happens to me, and I don't know what prompts it, but I know the only thing that fixes loop strings in the registry is to restart.

Try running CCleaner on the registry tab and wipe out any errors it has, and run it a few times to make sure they're all gone.

Also it seems to never happen when I'm in windowed mode, which I have been doing lately. If you keep getting hit with it and are fullscreen, try windowed mode.

Unfortunately, I play in windowed mode exclusively since I got too used to it years ago and it happens. Well, if restarting works, I might just deploy the "restarting my PC" strategy every time the problem occurs. At least I can keep the goat porn going in the background if it doesn't interfere.

I actually managed to get into a game after trying a few hundred times without restarting my computer. Screen is constantly flickering as if I have Cloak active/not and there are missing sounds. I think I will definitely stick with restarting the PC.
