1) All items have two levels to consider: iLvl (item level, this is not observable, this determines mods that can spawn on the item), and rLvl (requirement level, this is the observed level required to use the item, it is generally the level of the highest mod or the base item itself, whichever is higher).
2) Mods have two levels as well, iLvl that they can appear on, and rLvl used to determine the char level needed to use that item. The mod for +3SkillTab has iLvl=60 and rLvl=45.
3) Circlets have an rLvl of 45 in HU, so they will never be lower than char level 45 to use. If the circlet spawned with a mod with rLvl 51, then the circlet would be level 51 to use.
4) The iLvl of a circlet depends on the monster that dropped it, or the character level that gambled or imbued it. Just like in Vanilla, the iLvl of Circlets gets a +3 bonus for the mods that can appear on it, gambling yields iLvl within -5 to +4 of the char level, and imbue gives the item a +4 iLvl bonus. For example, if you imbue a circlet at char level 53, then the circlet should be capable of mods that require an iLvl of 60 (e.g. +3SkillTab needs iLvl60).
5) Rolling a rare item using an Adamant Glyph does not change the iLvl. For example, if you wanted to roll a +3SkillTab Circlet, then gamble it with a char at level 62 (since the iLvl could be as low as 60 when gambling in this case), or imbue a plain circlet at level 53, and then roll that circlet using any character (since the rolling recipe does not consider char level).
If there are specific mods that you are after, look at MagicSuffix.txt and MagicPrefix.txt for the iLvl needed to spawn them.
Ok so i am probably terribly stupid after this explaination but i dont get one part here...
...why the heck would i need to have a char at lvl 62 .. 17 lvls higher in order to gamble for a lvl 45 circlet?
That makes no sense to me for some reason.. what am i missing...
