Cannot seem to get server up and running. Looks like I have it installed correctly (running as the superadmin hidden account). The problem now is that I cannot run the command "telnet localhost 8888".

ERROR MESSAGE "Could not open connection to the host, on port 8888: Connect failed"

Enabled Telnet client and Telnet server.
Tried to uninstall/reinstall several times.
Tried turning trend micro internet security completely off.
Windows defender and windows firewall is off.
Tried creating inbound/outbound rules for windows firewall while it is off.
PFPortChecker from portforward.com shows ports 4000/8888 are open.
Duff has the right IP address from me.
Router worked before new computer and is setup correctly.
Tried installing from C:\D2HUGS
Tried installing from C:\program files (x86)\D2HUGS

Think one of 2 things is happening and I don't have a good way of fixiing it:
1. Ports are still blocked somehow.
2. Telnet and windows 7 don't like each other.

Any troubleshooting or advice would be greatly appreciated

Thanks in advance.

1) Are you running CMD with Admin escalation? (right click run as ...)
2) Maybe try telnet 127.0.0.1 8888
3) Also, can you test if telnet is able to connect to a remote server?

I know this is an old thread and I hope you haven't abandoned ship on setting your server up.

Eh... winkey + r (run) and type %WinDir%/system32/drivers/etc open hosts and remove # next to 127.0.0.1 if you want to use localhost address.. :) I know it's month old now but haven't seen your server yet.
Btw: VoW_MIA advices are good.

Windows 7 – Enable Telnet

It’s very rare that I use Telnet these days, so it took a long time for me to notice that by default it was not packaged with Windows 7. I did some research and found out that this was also true for Windows Vista. More than likely this was an attempt to make Windows more secure by default, as Telnet is very insecure and whenever you have the choice you should always use SSH. However, with that being said, you can quickly re-enable Telnet by following these steps:

Start
Control Panel
Programs And Features
Turn Windows features on or off
Check Telnet Client
Hit OK
After that you can start Telnet via Command Prompt.

If you are running on 64-bit OS, try this: http://forums.pvpgn.org/index.php?topic=1326.0
