since it has such high mana cost and cool down now, maybe it can be 75-85% targets life, and increase the radius .6 or so per hard point and .6 per 3 soft points?

it'll lose its cooldown. if you max it, it has screenwide range, how much further do you need it?

seems like just losing the cooldown mistake would resolve the issue.

losing the cool down is an ampable spamable screenwide explode all for 20 points, or 40 if you include amp which has many other benefits. The mana cost is easy to get around.

I will add only this:
Unlikely regular D2, CE does phys and MAG damage (instead of fire), so you can use amp and get all benefits from mag pierce. I've seen several ppl not knowing that CE is mag damage even they were playing HU for more than 3 years.
