Here are a few ideas. I know patch is on hold, perhaps with some good input and ideas that we can agree on we can still get it done. Using this thread as reference:

2) Remove skillers and replace with souls stones seen here:
http://blue.arimyth.com/charms.html with the following changes. a) instead of 1 to each class skill, make it say 1-2 to random class skill. This would allow for a max of +10 to skills from these charms instead of +18 from gcs. b) remove heroes reward would not be needed with the adjustment proposed on shards.
3)Portals have the quest requirements returned on them to reduce rushing.
4) A few skills need tweaking. Most of what PureRage says here:

Meteor: Remove the +3% average fire damage from fireball. This skill is op as it is stacking meteors and hitting 100k dps.
Firewall: remove 4% fire dmg per lvl from inferno. See meteor.
Blaze: remove 10% fire dmg per lvl from inferno. As above.

viewtopic.php?f=21&t=2036 is some really nice work. Be a shame if we didn't use in. Well thought out in the majority of items. On that note, some high end items could use their resistances raised up a bit. Such as Glassglare: instead of cutting from 50% to 20% maybe 30% instead.
CB, cap any item with 4+ socs at 4% cb (see proposed BER below) to reduce the number of times cb will trigger. Possible to adjust items for max cb of 10%?
DR, max dr on items capped at 10% including sets including completed set bonus. (see skulls and BER)
Sorbs, 5% max sorb on any item. Such as Dwarf 5% fire absorb. making it difficult to hit sorb cap.

BER runes: In weapons 1% crushing blow Armor/helms 5% damage reduction
