I am building a tanky barb and am looking for some input on stat allocation.

So far I am level 31 and have STR 100, VIT 110, Energy 10 (I know, mistake here), and DEX 5.

I think I aiming for Sword Mastery, Battle Orders, Increased Stamina, and Concentrate for now.

I have one point in sword mastery, most of the prerequisites, and twenty in Improved Stamina.

Should I aim to go sword/shield and pump dex, or is high vitality enough. Is it too late to switch? Any thoughts?

You are best getting all dex from equip and socketables. Ether stone a shield if needed

Since I partially built the character your deciding to do I'll throw in my 2 cents.
20 imp stam,
20 BO,
that will get you easily into the 6-7k hp route which will carry you into nm.
The biggest issue I came across with this build is that you are not self sufficient. I presume if you went dual wield swords and started into Fury you would be able to do enough damage to LL out, however you would lose the tankyness of the sword and board. I do suggest if you are planning to go the sword and board route to get max potential of 75% to block. Amethyst's in shields can grant the faster block rate needed to make the blocks worth it and you'll need to grab dex the best you can. i've noticed that end game you'll need somewhere in the 90-110 dex to keep yourself maxed on 75%
If you are going this route I highly suggest having a buddy who is rolling a healadin because its just a great survive combo. If you add in a druid DPS you can roll an Oak to hit 12k hp in end normal to early nm and roll rather easily through bosses.

*edit* Additional info to keep in mind. There are certain attacks that bosses do that regardless of how awesome you are you just do NOT want to stand in. IE Diablo's massive Firestorm. With 40% absorb fire, max FR, and over 200+ flat MR. You will still take upwards of 6-9k damage from this. It just makes sense to not eat it to the face.

I am level 59 now. I have 20 in BO, 20 in Improved Stamina, and now am maxing concentrate.

It is good to know that I do not need to put points in dex to be a good tank.

I do not care so much about trash clearing. I just want to tank and do a non-trivial amount of damage at the same time. I think that specialization is more important than generalization and dont want to take resources away from tanking for the same of dps. I want to do one thing really well, rather than a couple of things with mediocre ability. Even if I try to devote resources to doing more trash dps, I will not have anywhere near the DPS of a devoted build.

This is my first character, and I think I will make a bone necro next as dps artillery. How may points, if any should be put into energy in that case?

Even with dex it's something like 275 dex with ame in the shield. Best bet is to use Ether Stones in one. Can get away with minimal dex investment.
