Which is better? Should I do +5% to my fire damage or -5% to enemy fire resistance? Are they ultimately the same?

generally -fire resist packs more of a punch. Not always true, but generally true

No, -%Res on gear will never break immunities. This is called "Passive -%Res". Only the -%Res on auras or curses will break immunities. Only when the immunity is broken does your passive -%res go into effect.

The reason -%Res is considered stronger tha +%Dmg is because most monsters have resistance already. Their innate resistance causes you to do less damage before your +%Dmg is applied. Consider this example with +50%Dmg compared to -50%Res:
1) Your char screen shows 10k dmg, the monster has 50% resistance.
2) Without +%Dmg or -%Res, you do 5k dmg.
3) With +50%Dmg you would do 7.5k dmg.
4) With -50%Res you would do 10k dmg.

-res better than +dam until you cross the 0 res limit, then it reverses. Basically what others said...
