What level do you have to be to gamble 20% IAS jewels? And what act can they start dropping from monsters?

lvl req is not always the same as item lvl. I just checked the txt files and indeed that is the case - lvl req of 20 ias jewels is 31 but the item lvl is 39. When gambling, items generated are -5/+4 your level, so although it's possible to gamble a 20 ias jewel at lvl 35, it will be very rare at that point - wait until lvl 44 to ensure that all items in your gambling screen will be at least lvl 39.

As for area, the earliest place for normal monsters to drop items of at least lvl 39 is chaos sanctuary in a4 norm. However, uniques, superuniques, and bosses will drop items with an item level that is several levels higher than normal monsters of the same area so technically a unique monster before a4 chaos can drop a 20 ias jewel.

sorry if this is a dumb question but, what txt files are you checking to see the item levels of items? my friend has been trying to figure out the item level for "martel de fer" but hasnt had any luck. if anyone could point me in the right direction that'd be great

When you installed HU, you used a file called Patch_D2.mpq. An mpq file is just like a .zip or other compressed file. The text files have all been compressed as a .mpq because that's the compression format Blizzard liked at the time they made Diablo2.

To decromess the mpq and read the text files, you just need to get software that handles mpq files, that can decompress them into their original files.

If you've extracted the mpq normally (preserves folder hierarchy), then you should find the text files in this folder:
data\Global\Excel

It will help quite a bit to read the files in a spreadsheet program, since that will automatically align the columns along the tab characters. For the Matel de Fer, the columns "Level" and "Levelreq" are both 50 in the file weapons.txt.

Can i modify the mpq?¿ i was trying but i get corrupted file error

It's better for an new/amateur modder to stick to just simply modifying their own data folder copy and running the data folder modifications with -direct -txt. I don't know if the tool that Brevan listed is able to properly modify the mpq without corrupting it since it isn't the mpq program I use.

Also even if you got the correct program for modifying if you modify the mpq the wrong way all sorts of stuff will go screwball. The mpqs have to be modified in a certain way or else all sorts of bugs and errors spring up in mass (which I learned the hard way when putting out 1.3b).

Im playing 1.21 solo,i dont have a data folder and im using plugy to exchange items between chars, plugy works fine.

I cant modify anything not even 1 number, perhaps its the program?
wich one you recommend to me i want to change items stats.

im really confused now : / i removed -txt -direct and now i can change patch_d2.mpq with new values but when i run the game the game use the old values :S so no change at all T_T

First, don't just stab at it blindly like a virgin in bed. Do some research on the subject.
Check out the Phrozen Keep and the Beginners Guide to Modding.

Second, take a look in the PK Knowledge Base for tutorials on editing items etc.
You will need stuff from the Tool's Section if you want to edit stuff.

You will also need Fileguides to explain what each column in each file does.
