Yes and no. I'm sure there's plenty of people with more WC barb experience than me, but last ladder mine was my favorite character, and I got him to 90/a3 hell before the reset. From my experience, Singers are great at trash pretty much any difficulty, even without amp. Obviously in places that have a lot physical immunes they will struggle, but this can be mitigated by avoiding these areas when soloing/farming, or getting an a3 merc to do elemental damage for you. Some people recommend putting a point(s) into berserk and have a big 2h weapon on switch (or an entire melee gear set) in order to have a way to deal with them as well. As for bosses, WC barbs are on the weaker side as the game progresses. Due to being a barb, and the use of +war cries skills, they'll have one of the highest BO's of any kind of barb, so will have plenty of life, and do decent damage (with best gear/full skillers ~30k), but due to the nature of WC, they have no way to leech, which means you'd either need an inventory full of juvs or a healer to have hopes at tanking. Despite this Singers are still very good party members at later levels. Their damage might not be as strong as a nova sorc (used for similarity of skill) but it is boosted by amp, which will most likely be the main curse used. A singer also allows a paladin to be a valid tank because of their high level BO. My barb last ladder could solo pretty much every boss in normal (all but baal, never tried szaak, izzy or sammy), and he was no where near perfect (10-12k WC damage), although for most bosses, it basically came down to me standing there and getting hit while my a1 merc killed them. All in all, I think WC barbs are a lot of fun, I have one up to mid 50s this ladder, although I'm going to use him mostly for gold find (maybe its debatable, but imo singers are the best gold find spec, but that's another topic lol).
