Not sure about the damage in comparison, but I can tell you for sure - seeing my brother's fire druid - that they do pack a punch now.

I went 20 oak, 20 armg, 20 volc, 20 fissure, maxing molten now. Armageddon is better that it was, works the best if you hit and run, Fissure(8k dmg) is very effective vs running mobs like flayers or big ones like yetis/zerkers/thorners, volc(8k fire, 2k phys) for archers, healers, to snipe from great distance. For bosses either armageddon and run in circles or firestorm - it's one pointer but 9k dps, could kill sszak rather fast.
Comparing it to windy hm, Windy still better, hurri doesn't require any skills to use it and dmg is better. Guys who killed today Baal had 40k hurri with that rw +cold mastery, but also Lore and shards. My druid last ladder had 42k hurri with every perf item and only 2 facets in shield, 12k hp. I'm yet to see fire druid in better gear, but so far he is in a4 waiting for a decent team.
