I found a white wand with +1 to life tap without showing 'necromancer only'. My barbarian equipped it but I couldn't find the life tap skill on my skill list. Could anyone tell me what the problem is? Is it a bug or something?

Wands are hardcoded to refer to specific lines of Skills.txt, and so are Monsters who use curses. Because Monsters are limited in this way, some Necro curses were nerfed (such as lifetap) and new curses were created (a new LifeTap). Those new curses were given to Necromancers.
Wands still refer to the old lifetap, which is no longer for Necromancers (thus no "Necro only" sign appears). I suppose if a monster got ahold of such a wand, he could conceivably get a buff from it.
It's a bug that has no known solution (other than large-scale rebalancing of character phys-damage compared to life).

What you've said seems to be too complicated for me, but at least now I know it's a bug so I will no longer look for such kind of wands. Thanks a lot.
